Tomb Raider Anniversary won't go FULL SCREEN

I recently bought the TRA game from the steam platform. I downloaded it and installed. everything is fine but no matter what kind of resolution I pick I still have this nagging half an inch margins on each side of the screen. I have a 24" monitor, but now it is like I am using the 23" one.

any aspect ratio won't solve the problem.
any resolution is still the same.

the information on my system video card and also the monitor is below here. please help me.

tell me if anything else is required to solve this problem.

so, this is about my video card and monitor:

i've got the same problem on my laptop HP 630 Notebook pc which has an intel core i3 processor running on intel HD graphics. its sreen size is 15.6" with a max resolution of 1366x768.
On my older pc, this game use to run fullscreen on even 800x600 and 640x480 resolution. i use to keep the res low coz my system was a low end one then.
Now bought this new laptop and tried to run this game but it ran fullscreen only on 1366x768 res. due to too high res it hangs a bit. therefore i want to run it on low res but fullscreen.
Even GTA san andreas has got the same problem on my laptop.
can anybody tell me how do i solve this problem?
    please help!
