Is there any way to liberate a neutral nation from an empire without actually annexing it into your empire? Are wars between empires often started as a result of an empire invading a neutral nation- not a rival empire?

Also- do the stronger neutral nations, like Spain and the Ottomans, ever become really powerful? Do neutral nations ever defeat empires in wars without help from another empire? Thanks in advance

Yes, a great tactic to increase public approval across Europe is to attack an annexed region and click the "liberate" or rather decline the offer to occupy, you can stay in the region for 4 years before it's seen as aggresion.

This allows the nation to get some semblance of military power back and an economy started.

you can occupy many more nations this way

Neutrals can't occupy Empires... nor annex other nations, only provinces.

Do the benefits of liberating a country actually ever out-weigh the advantages of making it a part of your empire? It seems as though the additional resourses, money, food, and population(and glory points if score victory) would be too tempting to pass on. Is the only benefit of choosing to liberate increased sympathy points? Thanks in advance

That is correct. Though it is unfortunate, it would of been cool to see a minor nation in the game trying to compete with the big nations.
