The FX set of cards HATE 2.0 shaders, and thats all the game uses. I know how crappy It can run seeing as I have a FX 5200. I got mine to run rather well, 20+ fps from 99% of the demo, higher at some points and a bit lower at others, by going to http://www.filefront.com and searing for this:

91.28_forceware_winxp2k_english

Install those drivers and you should notice a HUGE diff, Its still laggy at some points, and I dont know how It will be In a crowd, but It cant hurt to try.

Yeah, another thing you can do Is download a program called '3d analyze' (http://www.3dfxzone.it/dir/tools/3d_analyze/), run It, select the Hitman Blood Money EXE, and click the button that says 'Force Low Precision Pixel Shader', you may or may not see any Improvment, maybe a few frames Is all It will add.

Glad It worked for ya though :D, maybe this Is the first step to REALLY good fix.

And the interesting part is that it has nothing to do with the game.

Never said a fix would have to come from the game, ATI has put out patches to fix problems with some games not working right with the drivers, I would have just rather seen IoI get the problem fixed without having to resort to pluging their ears and hopeing the problem goes away.

Either way, It somewhat works now, I dont have the full game so I dont know how well some stages might run, but who knows.
