Is there a tool that allows you to get stuff from different games to use in your wad or outfit? If so what is it called and where do i download it from? Thanks in advance

It Rips Meshes and other Files (pk3) etc from Numerous games Quake 2, 3 Half life etc

Your going to need a cad program thou to maybe reduce /resize/ convert to dxf ECT

i tried downloading the file but when i unzipped it it said that it was missing 5 bytes. i tried again but the same thing happened? is the program on a different site where i can download it instead?

Well, as long as it supports specific file formats it will work for specific games only (I haven't tried it yet, but maybe it "knows" a lot of file formats so there is a possibility you'll be able to ripp something from the game you want).

Slightly OT: There's also a program called GAP (Game Audio Player) which "knows" lots of music file formats, so you just point it to a game directory and it searches for music files there and later you can convert them into .wav (etc.) files and then convert them into any format you want - that was just an example of how such programs work...
