Trying to run off steam.

->Crashs on start without even a flash screen. Just does nothing.

So I reinstall, verify, update windows, graphics card drivers and software, directx, etc.

Still flops on start.

I go to the game files, and I run Shipping-ThiefGame.exe manually from the 64 bit folder as I'm on win7 64 bit.

And I get a 0xc000007b error.

is this error an access violation error? or a BSOD? if it's an access viloation error it looks like a memory address problem and might possibly be you have a bad stick of RAM. Just spit balling here with the very limited knowlege you gave us.

0xc000007b is a microsoft visual basic error. the game install folder will have the visual basic version you need. First uninstall it in the control panel and then install it using run as admin, restart, repair the game, and then try playing again.
