Spoiler:

There is the opportunity to frame taggert by inserting the voice recording onto his computer at the convention center. Does it matter story wise(in a big way) what the decision is? Thanks.

I don't think so cause he pissed me off so much at the convention center I shot him in the head when I saw him again at the end of the game and it didn't change anything.

That's a point. If you kill him when he meets you backstage, does it affect anything later on or does he "get better"?

He's invincible while in the backstage area, and sealed inside the conference room if you hack his computer instead.

Dud is just as bad as all the other diplomats that flap their jaws in front of the public. Frame his ass so he can't do any damage later...... :D

I framed him and never saw it referenced again. I'll try not doing it this time.

When you talk to Sandoval later, he says Taggart's 'like Teflon... nothing ever sticks.' So I figured that if you framed him (which I did once), Taggart just finds a way to get around it. Of course, he just about outright says on Panchaea that he's working for the Illuminati, so he's got that going for him too.
