I haven't played it in a while (and won't play it again) but in Invisible War didn't one of the cities have a two story thing like Shanghai in Human Revolution?

I seem to recall an Arcology or something? Or am I crazy?

it was upper and lower seattle, but i'm not sure the game was clear on if it was as literal as being a 2-teir city.
i always just thought it was more like.... down a hill, or maybe lower seatle was in a sink hole or something.

the arcology was in Cairo, which didn't have anything to do with a teired city... it was more of a residence/mall/hangar/office conglomeration.... meaning... instead of creating a city with those things in it... they came up with a stupid way to shove it all together as if it made any sense whatsoever.

Actually, it was a seven tiered city if I remember right.
