Hi,
I've downloaded the demo from Steam and played it for around 20 minutes and figured that the PC performance of the game just sucks, it feel like this game is a cheap console ported game, like most of the games out there.
I've played A LOT with the settings and to get a good performance I need to turn some things down (like shadows, and other weird things at the bottom of the advanced graphic settings page).
My computer is one of the best builds you can buy right now and trust me it should run this game with eyes closed. Here is the build:
CPU: Intel i5
Graphic card: EVGA GTX 275 (running the latest Nvidia driver - 196.75)
Ram: 4GB DDR3 @ 1333
Windows 7 64bit

Guess Eidos gave us just another technical console ripoff as it's much easier to develop for the limited consoles. But I'll wait for the full version & then install windows 7.

It shouldn't run that bad with your rig.

CPU: Intel Q6600 OC'd to 3.5GHz
GPU: ATI 5870
RAM 3GB DDR3 @1333MHz
Win7 64 bit

Everything max, no V-sync 60-70FPS.

Anti-aliasing, shadow, GPU water rendering settings?

Also, 70 frames when you're in a settlement looking to the mountains?

It does run bad. When I'm looking at buildings or stuff the FPS sometimes goes down to 20, when I look at the view or other non related buildings, its usually around 40-60.

They have stated that it is not a port, and if it is not then it is one badly optimized game

Although it could be somthing to do with your pc as Aeon09 has a similar rig to you and is getting awsome performance!

Strange, i mean with that setup it shouldnt be a problem at all. I run it at medium settings with only 1gb ddr3 ram. amd athlon IIx3 435, Gainward 8800gt 512mb

I have experienced no performance problems. With v sync on I am always on 60 fps (using Fraps).
What I noticed is muddy textures and an engine far from cutting edge (Crysis looks a thousand times better). I cranked up all the settings but the game still looks 5 years old.
My specs:
CPU: Intel cuad core extreme 3.2 ghz
Sli Geforce gtx 260
4 mb ram

my setting:

3,8ghz dual core
4gb ddr 3 ram
512mb nvidia geforce 9600gtx+

full settings, best performance, only controls are a bit strange on pc, but i pre-ordered it for 360 ^^
